摘 要:随着风力发电行业的快速发展,风电开发和营运过程对环境造成的影响逐渐显现。目前我国风力发电行业环境管理主要存在缺乏规划环评科学指导、行业技术标准支撑不足、监管体系不够完善、相关基础研究薄弱等问题。在对比国内外环境管理制度的基础上,提出有序推进规划环评、规范行业环境管理要求、完善事中事后管理制度、积极开展风电项目环境影响课题研究等全过程环境管理体系建设的建议,旨在为风力发电行业环境管理提供决策参考。With the rapid development of wind power industry,the impact of wind power development and operation on the environment has gradually emerged,which exposes a lot of environmental management problems.The main problems of environmental management in wind power industry includes the lack of scientific guidance of planning environmental impact assessment,insufficient support of industry technical standards,imperfect supervision system and weak fundamental research.Based on the comparison of foreign and domestic environmental management systems,this paper puts forward suggestions on the construction of the whole-process environmental management system,such as promoting the planning environmental impact assessment in an orderly manner,standardizing the environmental management requirements of the industry,improving the management system during and after the event,and carrying out research on environmental impact of wind power project actively,in order to provide decision-making reference for the environmental management of wind power industry.
