摘 要:北京定位于全国科技创新中心,高度重视科技金融的发展,并出台了一系列科技金融政策。基于主题分布分析路径,采用融合文本分类、主题挖掘和训练集预测的政策文本计算方法,对北京市科技金融政策文本及新闻文本挖掘搜集并整理分类,运用LDA模型从供需匹配的角度分析科技金融政策效果,并识别出3类政策主题,且匹配度在整体上处于较吻合的状态,说明北京市科技金融政策基本满足市场主体的科技创新需求,但在推动科技园区建设与发展方面仍然相对宽泛,因此,需要落实科技金融政策对科技园区建设规划的精准支持。Beijing positioned as the national sci-tech innovation center,attaches great importance to the financial support to science and technology,and has issued a series of finance policies of sci-tech.Based on the theme distribution analysis path,this paper adopts the policy text calculation method integrating theme mining,text classification,theme mining and training set prediction to mine,collect,sort and classify the finance policies of sci-tech texts and news texts in Beijing,and uses LDA model to analyze the effect of finance policies of scitech from the perspective of supply and demand matching,and identifies three types of policy themes,and the matching degree is relatively consistent on the whole.It shows that Beijing’s finance policies of sci-tech basically meet the needs of market participants for science and technology innovation,but there are still problems that the finance policies of sci-tech are relatively grand in promoting the construction and development of science and technology parks,and it is necessary to implement the precise support of finance for the construction planning of science and technology parks and refine the details of financial policies.
