地方农业科研院所科技成果转化现状与对策

摘　　要：地方农业科研院所是农业科技创新链的最关键的纽带环节,也是地方政府推进农业科技创新的重要抓手。目前我国科研院所科技成果的转化率、转化后能产生经济效益的成果占比率及科技进步因素对经济增长的贡献率与发达国家相比还存在一定的差距。介绍了农业科技成果的地域性特征、公益性特性、受体类型多样性特点和影响因素复杂性的特质,阐述了科技成果转化的社会、环境、政策、机制和转化条件等影响因素,分析了科研院所和企业在科技成果转化机制和转化条件等方面存在的一些问题,提出了从地方科研院所的科技创新使命定位、科技成果转化的目标任务、细化落实保障机制、构建成果转化新模式新平台等方面的思路与对策。Local agricultural scientific research institutes are the most critical connection in the agricultural science and technology innovation chain.Besides,it also an important starting point for local governments to promote agricultural science and technology innovation.At present,compared with the developed countries,there is still a certain gap under transformation rate of scientific and technological achievements of scientific research institutes in our country.The article introduces the regional characteristics,public welfare characteristics,diversity characteristics of receptor types and the complexity of influencing factors of agricultural scientific and technological achievements.Through analyzing the problems existing in scientific research institutes and enterprises in the transformation mechanism and transformation conditions of scientific and technological achievements,countermeasures have been proposed,such as the scientific and technological innovation mission positioning,the goals of the transformation of scientific and technological achievements,the refinement of the implementation guarantee mechanism,and the construction of new models and platforms for the transformation of achievements.
