摘  要:基于“优先控制”策略,筛选高产和高环境健康风险的污染物质,优先开展环境管理,是有效防控毒害化学物质环境健康风险的重要手段之一。本文选取小尺度化工园区,采用层次分析法构建了优先控制毒害化学物质的筛选体系。筛查体系流程包括:(1)特征因子库建立;(2)从健康效应、环境效应和暴露水平3个角度,选取9个评价指标,建立综合风险评估层次结构模型;(3)计算各指标权重值并进行一致性检验;(4)根据化学物质危害分级和筛选方法对评价指标进行赋值,计算各特征因子综合得分并排序。筛查结果显示,南京江北新材料科技园特征因子146种,其中综合评分大于2的筛选为园区气态特征因子优先控制污染物,共计58种。本文研究了小尺度大气环境优控污染物制定工作的一种优化途径,为化工园区的大气污染精准监管与防治提供了科学保障。It is of great importance to control environmental health risks resulting from toxic organic chemicals.The management and control of toxic organic chemicals were laborious, time consuming and resource intensive due to their high varieties. “Priority Control Strategy” provides a promising way to screen out toxic chemicals with high yield and high environmental health risks. Small-scale chemical industry park was selected in this study. And the screening system of toxic chemicals was constructed by hierarchical analysis. The screening system process includes:(1) The establishment of the characteristic factor library;(2) The selection of nine evaluation indicators from the perspectives of health effect, environmental effect and exposure level to establish a comprehensive risk assessment hierarchical structure model;(3)Weight value calculation of each index and consistency test;(4) The Valuation of the evaluation index according to the chemical hazard classification method and the calculation and ranking of the comprehensive score of each characteristic factor. The results showed that there were 146characteristic factors in Nanjing Jiangbei New Material Chemical Industrial Park, among which 58 pollutants were selected,with a comprehensive score greater than 2, as the priority control pollutant of gaseous characteristic factors in the park. This paper studies an optimization approach for the formulation of optimal control pollutants in small-scale atmospheric environment, which provides scientific guarantee for the precise supervision and prevention of air pollution in chemical industrial parks.
