摘　　要：近年来,中资企业积极响应国家“一带一路”倡议,深度践行“走出去”发展战略,境外工程业务规模不断扩大,然而,突如其来的新冠疫情也在深刻的改变这一现状,随着国内的防疫政策调整与疫情常态化管理要求,工程从业人员的双向交流情况严重受损,海外大量工程面临人员流失或人手紧缺的现象愈发严重,在此之下劳务队伍与管理人才本土化的管理创新模式呼之欲出。In recent years, Chinese enterprises have actively responded to China’s "Belt and Road initiatives" and deeply implemented the "go global" development strategy. As a result, the scale of overseas engineering business continues to expand, and investment and business areas become more and more extensive. With the continuous influx of Chinese employees, the scale and influence of overseas contracted projects have also significantly increased. However, the sudden outbreak of the new champions league is profoundly changing the status quo, as domestic outbreak of epidemic prevention policy adjustment and normalized management requirements, a two-way flow of engineering professionals is severely damaged, a large number of overseas engineering personnel loss or under-resourced phenomenon is more serious, under the localization service team and management talent management innovation mode of be vividly portrayed.
