On the Taking Over of Shijiazhuang Zhonghua Post Office by the Post Office of Shanxi Chahar Hebei Border Region

摘　　要：1947年是解放战争的转折点,接管城市成为中国共产党和人民解放军的重要工作,但还没有形成系统的城市接管理论和政策。1947年11月,石家庄解放,晋察冀军区对入城部队提出“约法九章”,军邮局随解放军入城接管石家庄中华邮政局人员和财产,随后移交给晋察冀边区邮政管理局接管。边区邮政管理局成立接管小组,重新设置邮局内部机构,恢复和发展邮政业务,慎重安置原职工,恢复和发展邮路,加强党团组织和工会建设,成功接管。接管石家庄中华邮政局,为以后接管其他城市邮政积累了经验和教训。The year of 1947 is a turning point of the War of Liberation. It is an important task of the CPC and the People’s Liberation Army to take over cities. But there is no systematic theory and policy of taking over cities. In November 1947, Shijiazhuang is liberated. The Shanxi Chahar Hebei Military Region proposes "nine rules" for the troops entering into the city. The Military Post Office following the PLA into the city takes over the personnel and property of Shijiazhuang Zhonghua Post Office, and then transfers it to the Shanxi Chahar Hebei Border Region post administration. The Border Region Postal Administration sets up a takeover team, re-establishes the internal institutions of the post office, restores and develops postal services, prudently resettles the original staff, restores and develops postal routes, strengthens the construction of the Party and League organizations and trade unions, and Shijiazhuang Zhonghua Post Office is successfully taken over. It has accumulated experience and lessons for taking over other cities’ post offices in future.
