农地流转视角下我国农业补贴的对象选择——来自21省市农户层面的经验证据

摘　　要：我国当前农地抛荒以及农业从业人员老龄化等现象对农业生产以及国家粮食安全等方面产生了负面影响,而通过农地流转来促进农地适度规模经营是解决这些问题的有效途径之一。同时,我国的农业补贴力度也在不断加大,这是否会对农地流转产生影响?理论分析表明,农业补贴对农地流转的影响与补贴对象密切相关,具体而言,对农地转出方进行补贴,对农地转入不产生影响,但会阻碍农地转出;而对农地转入方进行补贴,则可以激励农地转入,但对农地转出不产生影响,因此,对农地转入方而非转出方进行农业补贴有利于促进农地流转。在理论研究的基础上,运用21省市的微观数据对我国农业补贴与农地流转的关系进行现实考察后发现,由于我国的农业补贴对象同时包括了转入方和转出方,因此,农业补贴既阻碍了农地转出,也促进了农地转入,而为了促进农地流转,未来需要加大对农地转入方的补贴力度。At present, the phenomena of farmland abandonment and the aging of agricultural employees have a negative impact on agricultural production and national food security, and promoting the appropriate scale management of agricultural land through the transfer of agricultural land is one of the effective ways to solve these problems;At the same time, China’s agricultural subsidies are also increasing. Will it have an impact on the transfer of farmland? Therefore, the theoretical analysis of this paper holds that: the impact of agricultural subsidies on the transfer of farmland is closely related to the object of subsidies. Specifically, the subsidy to the transferor of farmland will not have an impact on the out-transfer of farmland, but will hinder the in-transfer;The subsidy to the transferee of farmland can stimulate the in-transfer of farmland, but has no impact on the out-transfer. Therefore, the agricultural subsidy to the transferee of farmland instead of the transferor is conducive to promoting the transfer of farmland. On the basis of theoretical analysis, this paper uses the micro data of 21 provinces and cities to investigate the relationship between agricultural subsidies and farmland transfer in China. It is found that since the objects of agricultural subsidies in China include both the transferee and the transferor, agricultural subsidies not only hinder the out-transfer of farmland, but also promote the in-transfer. In order to promote the transfer of farmland, it is necessary to increase the subsidies to the transferee in the future.
