延安时期县级党报的出版发行研究

摘　　要：在陕甘宁边区,由于交通运输的不便和国民党的封锁,延安的报刊要及时运送到各县更为偏远的乡村面临着很多的困难。再加上各县情况的差异性和特殊性,所以创办各县自己的党报就很有必要性。整风运动之后,县级党报的创办形成了蓬勃发展的态势。党中央和毛泽东对于县级党报提出了一些指导思想和具体建议,如:注重党性和群众性的统一;要侧重于地方性,与本县人民群众息息相关;从形式到内容,从出版到发行都要简便易行等。据不完全统计,到1945年,在边区至少有15种县(市)级党报。一些办得比较好的党报,在宣传上级党委的政策方针、反映本地人民群众的生产生活、表达他们的诉求建议方面做得很好,成为沟通党与人民群众的桥梁。In the Shaanxi-Gansu-Ningxia border region,due tothe inconvenient transportation and the tight blockade by the Kuomintang,newspapers from Yan’an faced many difficulties in being transported in time to remote villages in various counties.In addition,with the differences and particularity of each county,it was necessary to establish their own party newspapers.After the Rectification Movement,county-level party newspapers vigorously developed.The Party Central Committee and Mao Zedong put forward some general guidelines and specific suggestions for such newspapers.To name a few,to pay attention to coordinating the Party’s spirit and the people’s spirit,to focus on locality and to closely keep in touch with the people of the counties,to make it easy to operate regarding the newspapers’form,content,publication and distribution.According to incomplete statistics,there had been at least 15 kinds of party newspapers at the county(city)level in the border areas by 1945.Some party newspapers made significant achievements in publicizing the policies and principles of higher party committees,reflecting the production and life of local people,and expressing their demands and suggestions.Thus,they became bridges between the Party and the people.
