协同政府理论视角下江苏政府部门的海洋协同管理研究

摘　　要：按照《江苏省机构改革方案》要求,江苏于2018年在省级行政机构改革中撤销海洋行政机构,海洋管理职能被拆分到其他政府管理部门。这优化了海洋管理体制,在一定程度上缓解以往的陆海分割和职责交叉等弊病,但也带来一些问题,如海洋管理职能配置分散、海洋行政机构明显弱化以及沿海3市政府协同效应不足,阻碍江苏海洋经济高质量发展。文章立足于江苏政府部门的海洋管理实际,根据协同政府理论赋予政府管理效能,提出树立开放协同的行政理念、设置任务型组织以及推动海洋信息制度化共享等建议,以期提高政府各部门之间的协同管理效率,为推动海洋强省建设发挥政府有效动能。In accordance with the requirements of the “Jiangsu Provincial Institutional Reform Plan”, Jiangsu abolished the marine administrative agency in the provincial administrative reform in 2018, and the marine management function was split into other government management departments. This has optimized the marine management system, and to a certain extent, the previous shortcomings such as the division of land and the sea and the overlapping of responsibilities have been alleviated.But it also has brought some problems, such as the decentralization of marine management functions, the obvious weakening of marine administrative institutions, and the governments of the three coastal cities insufficient synergy effects, etc., have hindered the high-quality development of Jiangsu′s marine economy. Based on the actual marine management of the Jiangsu government, the theory of collaborative government endows the government with management efficiency.The paper proposed to establish an open and collaborative administrative concept, set up a task-based organization, and promote the institutionalized sharing of marine information, in order to promote the efficiency of collaborative management among various government departments and promote the construction of a powerful marine province, give play to the effective momentum of the government.
