高质量发展视角下小水电发展对策研究——以甘肃省临泽县为例

摘　　要：小水电高质量发展是一项系统工程,对生态文明建设和经济社会发展具有至关重要的支撑作用,也是实现“双碳”目标的战略选择。文章以祁连山北麓、甘肃河西走廊中部的临泽县为例,梳理了其水能资源情况及小水电发展现状,从水能资源、生态安全、管理机制3个方面分析了小水电高质量发展面临的形势,提出了新时期小水电高质量发展的思路,即秉持“创新、协调、绿色、开放、共享”的发展理念,坚持小水电发展与自然共生、生态双赢,从强化智能改造、创新运行模式、保障生态流量、提升安全效能、服务乡村振兴等方面提出了小水电高质量发展的建议,对推动小水电绿色转型发展具有一定的借鉴意义。The high-quality development of small hydropower is a systematic project,which plays a crucial role in supporting the construction of ecological civilization and economic and social development,and is also a strategic choice to achieve the goal of“double carbon”.Taking Linze County,which locates at the northern slope of the Qilian Mountains and the middle of Gansu Hexi Corridor,as an example,this paper summarizes the situation of hydropower resources and the development status of small hydropower,analyzes the situation of high-quality development of small hydropower from aspects of hydropower resources,ecological security and management mechanism,and puts forward the idea of high-quality development of small hydropower in the new era,that is,upholding the development concept of“innovation,coordination,green,open and sharing”.It is also proposed to adhere to the development of small hydropower and nature symbiosis and ecological win-win,and the high-quality development suggestions of small hydropower from aspects of strengthening intelligent transformation,innovating operation mode,guaranteeing ecological flow,improving safety efficiency and providing service for rural revitalization are put forward.This has certain referential significance for promoting the green transformation of small hydropower development.
