摘　　要：本文针对北京特大城市需求,基于北京市第三次全国国土调查的实施,建立了北京市国土调查的标准体系,通过技术流程设计、自主产权软件平台研发,完成国土调查的全流程技术体系建设,同时开展了变更调查机制、数据分析评价、调查监测体系建设等课题研究,实现北京特色的调查新模式、三阶段串联自动质检工艺、多基准多类型数据转换、数据综合分析框架等多项创新,成果在北京市“一总规、两控规”实施、“两线三区”全域空间管制、“疏解、整治、促提升”、园林绿化资源监测等多个方面得到应用和推广,为北京市的重大战略部署提供了决策依据。Based on the implementation of third national land survey in Beijing,this paper established a standard system for land survey in Beijing based on the needs of Beijing,a mega-city.At the same time,it carried out research on changes in the investigation mechanism,data analysis and evaluation,and construction of the investigation and monitoring system,and realized a number of innovations such as a new investigation mode with Beijing characteristics,a three-stage serial automatic quality inspection process,multi-benchmark and multi-type data conversion,and a comprehensive data analysis framework,the results were applied and promoted in the implementation of Beijing's"one city master plan,two city control plan","two lines and three districts"global space control,"dispersion,renovation,and promotion",landscaping resource monitoring and other aspects.It provided a decision basis for major strategies and deployments of Beijing.
