摘　　要：财富“湿地”代表财富分配的一种均衡化,通过制度约束和政策指引,将财富之“水”储存于代表多数人群体利益的“湿地”之中,使大多数财富以财产性收入二次分配于广大居民之中,形成庞大的中产阶层群体。其本质要求是实现财富共享,基本手段是增加居民财产性收入,扩大中产阶层群体范围,预防“隐性贫困”。根本策略是产权制度改革,梳理公有产权和私有产权、原始产权和派生产权、单一产权与共有产权之间的内在关系,实现产权共享和信息共享。并应通过构建隐性贫困评价指标体系,分层分类制定扶贫政策;深化农村土地三权分置改革,提高农村居民财产性收入;基于产权链和供应链构建“政府+企业+农户+电商平台”股权共享扶贫模式;充分发挥扶贫政策性贷款杠杆作用,构建农村产业扶贫财务公司模式等措施实现乡村振兴,将更多农村人口纳入中产收入阶层,全面实现小康社会,形成财富“湿地”,达成共同富裕的终极目标。The"wetland"of wealth represents a kind of equalization of wealth distribution.Through institutional constraints and policy guidance,the"water"of wealth is stored in the“wetland”representing the interests of the majority of people,so that most of the wealth is redistributed to the majority of residents through property income,forming a huge middle class group.Its essential requirement is to realize wealth sharing,and the basic means is to increase residents'property income,expand the scope of the middle class group,and prevent“hidden poverty”.The fundamental strategy is the reform of property rights system,sorting out the internal relations between public property rights and private property rights,original property rights and derivative property rights,single property rights and common property rights,and realizing property rights sharing and information sharing.It is necessary to formulate poverty alleviation policies in different levels by constructing the evaluation index system of hidden poverty.Deepen the reform of the separation of the three rights of rural land and increase rural residents'property income;Build the"government+enterprises+farmers+e-commerce platform"equity sharing poverty alleviation model based on property rights chain and supply chain;Measures such as giving full play to the leverage role of policy loans for poverty alleviation,building a financial company model for poverty alleviation in rural industries and so on can achieve rural revitalization,bring more rural population into the middle income class,achieve a well-off society in an all-round way,form a wealth wetland,and achieve the ultimate goal of common prosperity.
