摘　　要：全球主要国家的“印太战略”已引起了国际社会的广泛关注。当前,学界对于日本“印太战略”的研究基本聚焦于国际体系层面,从国内政治层面分析其形成及演进机理的研究尚不多见。本文认为,日本“印太战略”是由国际体系压力经日本领导人战略认知、国内政府力量的传导后形成、调整的。文章以2012年末安倍晋三第二次执政至2020年9月卸任作为研究区间,将日本“印太战略”的形成与嬗变作为两大阶段进行了剖析。本文提出,安倍晋三对国际局势的认知在较大程度决定了日本“印太战略”的内涵与走向,而安倍第二次执政以后首相官邸及首相本人决策能力的强化为安倍贯彻自我认知、对“印太战略”的构建与调整奠定了客观基础。日本国内政治为观察“后安倍时代”日本“印太战略”及对外政策走向提供了较独特的视角。The Indo-Pacific strategy of major countries in the world has become one of the key issues in international relations. The existing research on Japan’s Indo-Pacific strategy mainly focuses on its implementation at the international system level, but there are few researches on its formation and evolution mechanism from the domestic political level. This paper holds that Japan’s Indo-Pacific strategy is formed and adjusted by the pressure of international system via the strategic cognition of Japanese leaders and the transmission of domestic state power. This paper analyzes the formation and evolution of Japan’s Indo-Pacific strategy during the period from the end of 2012 when Shinzo Abe took office for the second time to September 2020.This paper argues that Abe’s cognition of the international situation largely determines the connotation and trend of Japan’s Indo-Pacific strategy. In addition, since the second Abe cabinet, the strengthening of Abe’s decision-making ability in the Prime Minister’s Official Residence, cabinet and himself has laid an objective basis for Abe’s implementation of self-recognition and the construction and adjustment of The IndoPacific strategy. Japan’s domestic politics provides a unique perspective for observing the trend of Japan’s Indo-Pacific strategy and foreign policy in the “post-Abe era”.
