摘　　要：从本质上说,城市管理精细化是管理责任的精细化,清晰明了的责任划分能最大程度上降低案件的回退率,减少推诿扯皮现象的发生。从城市管理问题发生的时间、地点,案件涉及的专业领域及责任部门等不同维度,分析判断每个案件的责任主体信息,通过案件地理空间位置和责任区域专题图层,实现城市管理问题的责任精细化,提升案件派遣的精准率,降低案件回退率,进而提升城市管理效率和管理水平。In essence, the refinement of urban management is the refinement of management responsibilities. A clear division of responsibilities can minimize the return rate of cases and reduce the occurrence of buck passing. Analyze and judge the responsible subject information of each case from different dimensions such as the time and place of occurrence of urban management problems, the professional fields and responsible departments involved in the case, refine the responsibility of urban management problems, improve the accuracy of case dispatch and reduce the return rate of cases through the case geospatial location and special layer of responsibility area, so as to improve the efficiency and level of urban management.
