县域城镇化与乡村产业振兴何以协同——基于桃园示范区案例的分析

摘　　要：在接续推进乡村振兴的背景下,如何实现县域城镇化与乡村产业振兴的良性互动,推进县域内乡村产业振兴与城镇化的协同发展,是一个亟待解决的关键问题。本文基于对桃园示范区案例的分析,构建了一个基于“要素整合-产业聚集”的县域城镇化与乡村产业振兴的协同机制,并对其稳定运行的条件进行了探究。分析表明,在以“三农”为中心,以城乡融合为抓手的前提下,通过土地、人口、资金等要素的整合消解县域城镇化与乡村产业振兴的固有矛盾,通过推进产业聚集的方式为县域城镇化与乡村产业振兴的协同发展注入动力,是实现县域城镇化与乡村产业振兴的良性互动与协同发展的重要途径。Under the background of continuous promotion of rural revitalization,it is vital to realize the benign interaction between county urbanization and rural industry revitalization,and to promote the coordinated development of county-level rural industry revitalization and urbanization.With an analysis to the case of Taoyuan Demonstration Area,this paper constructs a coordination mechanism of county urbanization and rural industry revitalization based on factor integration and industrial agglomeration,and explores the conditions for its stable operation.The results show that,under the premise of focusing on"agriculture,rural areas and farmers"and taking urban and rural integration as the starting point,it is an important approach to realizing the benign interaction and coordinated development of county urbanization and rural industry revitalization by eliminating the inherent contradiction between the two through the integration of land,population,capital and other elements,and injecting impetus into the coordination of the two by promoting industrial agglomeration.
