摘　　要：利用案例分析法探讨温州龙港“撤镇设市”的路径、驱动机制及财政模式,以发现其对城镇化模式创新和土地财政依赖治理的政策含义。研究发现,龙港模式是由一个“自下而上”改革推动且不断得到上级政府支持而逐步推进的典范,突出特征如下:(1)推动主体:政府与市场共同推动但政府仍起主导作用;(2)城镇化模式:异地城镇化与就地城镇化相结合但以异地城镇化为主,强制性城镇化与自愿城镇化相结合而以自愿城镇化为主;(3)驱动产业:房地产开发和工业是城镇化的两个主要驱动产业;(4)融资模式:多种融资方式并存但仍以土地财政融资为主。从治理土地财政依赖角度看,新型城镇化建设须统筹协同土地制度改革、非征地条件下城镇化模式创新与以扩大县级以下地方政府税收分成比例为核心的财税体制改革。The case study method is used to explore the path,driving mechanism and financial model of“removing a town and establishing a city”in Longgang,Wenzhou,in order to discover its policy implications for the innovation of urbanization model and the governance of land finance dependence.The study found that the Longgang model is a model promoted by a“bottom-up”reform and continuously supported by the superior government.The prominent features are as follows:(1)Promoter:the government and the market jointly promote but the government still plays a leading role;(2)Urbanization mode:the combination of off-site urbanization and on-site urbanization but mainly off-site urbanization,the combination of mandatory urbanization and voluntary urbanization with the voluntary urbanization as the major force;(3)Driving industries:real estate development and industry are the two main driving industries of urbanization;(4)Financing mode:a variety of financing methods coexist,but land financing is still the mainstay.From the perspective of managing land financial dependence,the construction of new urbanization must coordinate the reform of the land system,the innovation of the urbanization model under non-land acquisition conditions,and the reform of the fiscal and taxation system with the expansion of the tax share ratio of local governments below the county level as the core.
