摘　　要：分析国家自然科学基金组织间国际(地区)合作与交流项目的资助特征和发展趋势对科技管理人员和科学研究人员统筹布局,优化体系,提升国际合作竞争力和管理力具有重要意义。研究以国家自然科学基金委员会2012—2021年资助的“组织间国际(地区)合作与交流项目”为研究对象,通过数理统计和地理空间分析的方法,从整体到局部,从国内到国外分多个层面解析组织间国际(地区)合作与交流项目的申请与资助概况、依托单位类型特征、资助地区分布特征以及合作协议数量与地区分布特征,分析发现:10年来此类项目的申请数量和资助数量总体呈现先平稳后增长再小幅回落的趋势,疫情导致申请数量和资助数量下滑的同时,增大了医疗卫生和公共管理等领域的国际合作需求。10年来高校和科研院所每年获得资助的此类项目数量比例接近3∶1,科研院所获得合作研究项目数量高于平均值,高校获得合作交流项目数量高于平均值。我国东部地区10年累计的资助数量超过全国的七成,已形成较稳定的资助态势,中部地区和东北部地区的项目综合增速高于全国水平,西部地区的合作交流项目增速明显放缓。在合作研究领域我国与欧洲、亚洲和北美洲的联系最为密切,在合作交流领域欧洲的合作协议占绝对主导地位,这种差异对今后此类项目的申请方向具有指导意义。建议组织间国际(地区)合作与交流项目不同层面的参与和管理主体能够结合此类项目的发展趋势,优化思路,调整策略,为提升我国国际合作研究实力和科技创新水平贡献力量。The analysis of the funding characteristics and development trend of international(regional) cooperation and exchange programs between NSFC organizations is of great significance for scientific and technological managers and researchers to plan the overall layout, optimize the system, and enhance the competitiveness and management of international cooperation.This research takes the “Inter organizational International(Regional) Cooperation and Exchange Program” funded by the National Natural Science Foundation of China from 2012 to 2021 as the research object.Through the methods of mathematical statistics and geospatial analysis, from the whole to the part, and from domestic to foreign levels, this research analyzes the application and funding profile of inter organizational international(regional) cooperation and exchange programs, the type characteristics of supporting units.According to the analysis of the regional distribution characteristics of funding and the number and regional distribution characteristics of cooperation agreements, it is found that: In the past 10 years, the number of applications and funding for such projects has generally shown a trend of first stabilizing, then increasing, and then decreasing slightly.The epidemic situation has led to a decline in the number of applications and funding, while increasing the demand for international cooperation in the fields of health care and public management.Over the past ten years, the proportion of such projects funded by universities and research institutes each year is close to 3:1.The number of cooperative research projects obtained by research institutes is higher than the average, and the number of cooperative exchange projects obtained by universities is higher than the average.The amount of financial support accumulated in the eastern region of China in the past ten years has exceeded 70% of that of the whole country, which has formed a relatively stable financial support trend.The comprehensive growth rate of projects in the central and
