水电工程合同条件下监理质量行为管理探讨

摘　　要：水电工程行业的监理质量行为研究成果较少,尤其是施工合同条件下的监理质量行为方面,结合工程实践与行业交流资料,依据质量行为行业管理规章,提出水电工程施工监理的专业管理、分项工程的一般监理质量行为要素,明确监理机构质量行为自查、接受质量监督的注意事项,探讨质量行为管理存在问题,形成质量行为管理方法。监理单位与机构应完善工作方案,落实行为规章管理制度,按照工程建设顺序布置监理工作,以期提高工程建设质量及施工性能和安全性。The research results of the supervision quality behavior in the hydropower engineering industry were few,especially the supervision quality behavior under construction contract.Combined with engineering practice and industry data,and according to the management rules of quality behavior industry,this paper put forward the general supervision quality behavior elements of professional management and sub-projects of the construction supervision of hydropower projects.The attention points of quality behavior self-inspection and acceptance of quality supervision of supervision institutions were clarified,and the existing problems of quality behavior management were discussed,and the quality behavior management method was formed.Supervision units and institutions should improve the work plan,implement the behavior rules and regulations and arrange the supervision work according to the project construction order,so as to improve the construction quality,construction performance and safety.
