广西右江百色水利枢纽工程生态产品价值核算研究

摘　　要：为充分发挥水利枢纽工程的生态效益,需开展水利枢纽工程生态产品价值核算体系研究。以2020年生态环境部发布的《陆地生态系统生产总值(GEP)核算技术指南》框架为参考,借鉴有关标准规范和研究成果,对右江百色水利枢纽工程的生态产品价值进行了GEP核算,构建了反映右江百色水利枢纽工程的指标体系,并根据相关规划,进行潜力生态产品价值的GEP核算。核算出百色水利枢纽工程现有生态产品价值为1064.72亿元,对右江百色水利枢纽工程的生态产品价值实现路径和模式进行了探讨,有助于水利枢纽工程生态产品价值实现机制的建立。In order to give full play to the ecological benefits of water conservancy projects,it is necessary to carry out the research on the value accounting system of ecological products of water conservancy projects.Based on the framework of the technical guide for accounting of gross product(GEP)of terrestrial ecosystem issued by the Ministry of Ecology and Environment in 2020,and referring to relevant standards,specifications and research results,this paper calculated the ecological products value of Baise Water Conservancy Project on Youjiang River,constructed an index system reflecting Youjiang Baise water control project,and according to relevant planning,GEP accounting of potential ecological product value was carried out.According to the calculation,the value of the existing ecological products of Baise Water Control Project was 106.472 billion yuan.The path and mode of realizing the value of ecological products of Youjiang Baise water control project were also discussed,which will help to establish the value realization mechanism of ecological products of water control project.
