推免政策人才选拔效果评价--基于学术型硕士调查数据的实证研究

摘　　要：推免作为硕士生选拔手段之一,其有效性备受关注。基于2021年全国硕士毕业生(学术型)调查数据,发现推免生的科研参与、课程参与、科研产出总体显著优于统考生,两类群体读研的学术动机与是否读博没有显著差异,但一流大学建设高校推免生读研的学术动机显著高于统考生。进一步区分推免方式,发现内推生的学业表现总体优于外推生,但外推生读研的学术动机显著高于内推生,且人文艺术类、一流大学建设高校和东部地区外推生继续读博的概率也显著高于内推生。据此,建议继续坚持推免政策,适度扩大推免比例;改进推免复试标准,强调考察学术志趣;入口、过程、出口联动,保障人才选拔效果。As one of the selection methods of top innovative talents,the effectiveness of the recommended entrance exam free has attracted much attention.Based on the 2021 National Academic Master’s Degree Graduate Survey data,it found that the research participation,course participation,and research outputs of recommended students were significantly better than those who took the unified examination.There were no significant differences between those two cohorts in terms of the academic motivation and the probability of pursuing a doctorate.But recommended students'academic motivation was significantly higher than their counterparts in first-class universities.Further distinguishing inside recommended students from outside recommended,it found that the academic performance of inside recommended students was better than that of outside recommended students,but the results of academic motivation was opposite.As for the probability of continuing to the doctoral study,outside recommended students were more likely to pursue doctorates than inside recommended students in the fields of Humanities and Arts,as well as in eastern universities.Therefore,the first suggestion is continuing to adhere to the recommended entrance exam free policy,and moderately expanding the recommended proportion.Furthermore,improving the standards of the second-round test,and emphasizing the examination of academic inspiration.Third,linking the import,process and export and guaranteeing the effect of talent selection.
