摘　　要：基于“预打惩”协同型的视角,为“一带一路”倡议下反恐国际合作法律问题机制价值链的建构,提供了一个全视阈的反恐理论框架。“预打惩”协同型是反恐国际合作法律问题解决实现的重要正向变量,“一带一路”沿线发展中国家是其建构的主体。当反恐预防权、打击权、惩治权的主体对“预打惩”协同型的需求实现时,也就为反恐国际合作法律问题机制价值链的扩展创造了必要条件。“预打惩”协同型可以满足“一带一路”倡议下反恐国际合作法律问题机制价值链内涵的发展需求,实现优势互补的反恐法律合作共赢。This research provides an all-round anti-terrorism framework for the construction of legal mechanism value chain under the Belt and Road Initiative from the prevention-fighting-punishment(PFP)synergy perspective.PFP synergy is an important positive variable to solve legal problems for international cooperation against terrorism,and the developing countries of the belt and road initiative are the main body for this synergy.When the main body of prevention right,strike right and punishment right realizes the demand of PFP synergy,it creates necessary conditions for the expansion of legal mechanism value chain of international anti-terrorism cooperation.PFP synergy can meet the connotation development needs of the legal mechanism for international anti-terrorism cooperation under the legal mechanism,and realize win-win anti-terrorism cooperation.
