摘　　要：维多利亚图书馆作为最早制定多元文化服务政策的公共图书馆之一,通过长期的实践探索,逐渐构建了较为完善的基于包容性发展价值取向的多元文化服务体系。它与图书馆全要素、全过程的融合对接,支撑着多元文化服务强有力的持续发展。该馆二十世纪卓有成效的多元文化服务历史给今后国内公共图书馆的同类服务实践提供了丰富的经验,对其服务理念、方式的变迁过程深入挖掘有利于国内图书馆学习借鉴,从而打造具有本土化特色的多元文化服务机制。Victoria Library,as one of the first public libraries to formulate multicultural service policies,has gradually built a relatively complete multicultural service system based on inclusive development value orientation through long-term practice and exploration,which is integrated with all elements and whole process of the library,supporting the strong and sustainable development of multicultural services.Its fruitful multicultural service history in the 20 th century has provided rich experience for the similar service practice of domestic public libraries in the future.Digging deeply into the changing process of its service concept and mode will help domestic libraries to build a multicultural service mechanism with localization characteristics.
