摘　　要：扎实有效推进乡村振兴,需要正确认识和处理若干重要关系问题。要正确认识和处理乡村振兴与城镇化建设的关系,促使二者同向发力,相互促进,在城乡融合发展中推进乡村振兴;要正确认识和处理党和政府推动与发挥市场作用的关系,在坚持和加强党的领导、持续发挥政府推动作用的同时,充分发挥市场的功能作用;要正确认识和处理农业现代化与多种产业融合发展的关系,在大力发展高科技农业、高质量农业、生态农业,确保国家粮食安全的前提下,大力发展乡村的多种产业;要正确认识和处理耕地保护与农村土地开发利用的关系,在严格落实耕地保护制度的前提下,放开搞活农村土地市场,促进农村土地高效开发利用;要正确认识和处理农村社区建设和乡村特有功能保持的关系,可在具备条件的地方开展农村社区建设,但要充分尊重农民意愿,防止大拆大建,同时在推进社区建设和村庄现代化建设中,要高度重视传统村落保护,有效保持和发挥乡村特有的生态、文化、社会功能。Effective promotion of rural revitalization lies in correctly understanding and dealing with some important relationships. The first one is the relationship between rural revitalization and urbanization. These two factors should form joint force in the integration of urban and rural development. The second is the relationship between the promotion of the party and the government and the role of the market. While upholding and strengthening the Party’s leadership and continuing to play the role of the government,it is necessary to give full play to the function of the market. The third is the relationship between agricultural modernization and the integrated development of multiple industries. On the premise of vigorously developing high-tech,high-quality,and ecological agriculture and ensuring national food security,we could vigorously develop various industries in the countryside. The fourth is the relationship between farmland protection and rural land development and utilization. On the premise of farmland protection,we should liberalize and invigorate the rural land market,and promote rural land development. The fifth is the relationship between rural community construction and the maintenance of unique rural functions. Rural community construction can be carried out in places where conditions permit,but it is necessary to fully respect the wishes of farmers and prevent large-scale demolition and construction. In the construction and modernization of villages,we must attach great importance to the protection of traditional villages,effectively maintain and play the unique ecological,cultural,and social functions of villages.
