中俄北极合作国内研究综述

摘　　要：北极问题已成为全球性问题。我国作为近北极国家,在北极事务上有一定的限制,而俄罗斯由于受到西方的制裁,开发北极也存在一定的困难。中俄双方合作不仅能满足各自的需求,而且能通过优势互补,以最有利的姿态探索北极。本文主要从中俄北极合作的意义、现状、影响因素以及可行性路径角度出发,对已有文献进行整理分析,主要以国内文献为主,对中俄北极合作现状等方面进行整体概括。可以看出,近几年来研究中俄联合开发北极的国内文献逐渐增多,但研究内容并没有很大创新,多以定性分析为主,定量分析几乎没有,方法较单一,同时缺乏从中俄双方法律视角的分析,而且研究角度缺乏系统性、全面性。最后从合作平台、法律视角和参与主体方面对中俄北极合作进行展望。The Arctic issue has become a global issue. As a near-Arctic country, China has certain restrictions on Arctic affairs, while Russia also has certain difficulties in developing the Arctic due to Western sanctions. The cooperation between China and Russia can not only meet their respective needs, but also complement each other’s advantages and explore the Arctic in the most favorable manner. This article mainly analyzes the existing literature from the perspectives of the significance, status quo, influencing factors and feasible paths of Sino-Russian Arctic cooperation, mainly focusing on domestic literature, and summarizes Sino-Russian Arctic cooperation as a whole. It can be seen that in recent years, the domestic literature on the joint development of the Arctic between China and Russia has gradually increased, but there is no great innovation in the research content. Qualitative analysis is mainly used, while quantitative analysis is almost absent, the method is relatively simple. At the same time, there is a lack of legal advice on both sides. The research angle is lack of systematicness and comprehensiveness. Finally, this paper looks into the prospects of Sino-Russian Arctic cooperation from the aspects of cooperation platform,legal perspective and participants. Sino-Russian Arctic cooperation will be a starting point, but it will never be the end.
