摘　　要：陆海统筹已成为国家战略。对国内典型海洋大省进行陆海统筹发展水平测度有助于促进其陆海系统间可持续发展,为监测陆海统筹发展水平提供有力的理论依据。基于系统耦合理论和协调发展论等研究理论,以浙江省为研究区域,构建了浙江省陆海复合经济地域系统评价指标体系,并利用熵权法对2007-2016年浙江省陆海复合经济地域系统间的耦合协调度进行测算。结果表明:(1) 2007-2016年浙江省陆海统筹协调度,除2008年为濒临失调外,其余年份均处于协调状态,且在2016年达到了优质协调;(2)浙江省“重陆轻海”现象虽有所改善,但对沿海地区海洋经济发展的重视程度仍旧不够,对海洋科研的投入较大而海洋人才相对不足;根据测算结果,针对浙江省陆海统筹发展水平的现状和问题,提出对策建议。Land-sea coordination is a national strategy. Measuring the development level of land-sea coordination of typical marine provinces in China will help to promote the sustainable development between land and sea systems, and provide a strong theoretical basis for monitoring the level of land-sea coordination. Based on the system coupling theory and coordinated development theory, taking Zhejiang Province as the research area, this paper constructs the evaluation index system of land-sea composite economic regional system in Zhejiang Province, and calculates the coupling coordination degree of land-sea composite economic regional system in Zhejiang Province from 2007 to 2016 by using entropy weight method. The results shows that:(1) The land-sea coordination degree of Zhejiang Province from 2007 to 2016 was in a coordinated state in all years except 2008, which was on the verge of dysfunction, and reached high-quality coordination in 2016.(2) Although the phenomenon of "emphasizing land and neglecting sea" in Zhejiang Province has improved, it still does not pay enough attention to the development of marine economy in coastal areas. The investment in marine scientific research was relatively large while the marine talents were relatively insufficient.(3) This paper puts forward countermeasures and suggestions for the current situation and problems of the development level of land-sea coordination in Zhejiang Province.
