摘　　要：发展海洋信息服务业不仅有利于在产业链上游落实海洋强国战略,还能够在带动海洋产业变革,迎接海洋领域数字经济发展,落实十九届五中全会精神方面发挥重要作用。本文从需求、供给、环境和政府4个角度分析海洋信息服务业发展过程中存在的问题,并结合对深圳、上海、南京、青岛的调研结果,总结出海洋信息服务业发展的方向、趋势和模式,对应地提出了加强海洋信息服务业机制体系、平台体系、产业发展基金的建立和一体化通讯网络设施的建设等对策建议,并从培育消费观念、推行顶层设计、建立标准化体系、构建政策环境、建立人才培养机制、建设法律保障体系等方面提出促进海洋信息服务业健康稳步发展的措施。To develop marine information service industry is not only conductive to practice the Maritime Power strategy at the high end of the industrial chain, but also play great role in driving the innovation of marine industry, welcoming the development of digital economy in marine area and implementing the spirit of the fifth Plenary Session of the 19th CPC Central Committee. This paper analyzes the key problems existing in the development process of marine information service from the perspectives of demand, supply, environment and government, and summarizes the development direction, trend, and model of marine information industry in combination with the investigation information about the cities of Shenzhen, Shanghai, Nangjing and Qingdao. Corresponding countermeasures and suggestions are put forward, such as strengthening the construction of mechanism system and platform system of marine information service industry, establishment of industrial development fund, and construction of integrated communication network facilities. At last, the paper also gives some development measures to promote the healthy and stable development of marine information service industry from the aspects of cultivating consumption consciousness, implementing the top level design, establishing standardization system, constructing policy environment, establishing personnel training mechanism,and building legal guarantee system.
