摘  要:高校教师科研激励大多采用“高压控制”与“工分制”相结合的模式,这种模式导致了科研成果重“量”轻“质”特别是颠覆性创新探索规避的现象。因此,科研创新激励的指导思想亟需从单一的、命令式的行政管理思维向多元的、合作式的科学治理思维转型。区别管理与治理,分析激励模式从管理思维向治理思维转变的原因,从公司治理的理论出发,既可以窥见从传统治理下的高压控制型向科学治理下的合作服务型激励模式转型的基本逻辑,也可以从构建具有较高失败容忍度的科研考核体系、高校教师的自我约束机制和高校管理者从科研管理向科研服务转型三个层面提出政策建议。University Teachers'scientific research incentive mostly adopts the combination of“high-pres⁃sure control”and“work point system”,which leads to the phenomenon of emphasizing“quantity”over“quali⁃ty”of scientific research achievements,especially avoidance of the exploration subversive innovation.There⁃fore,the guiding ideology of scientific research innovation incentive urgently needs to transform from a single and imperative administrative thinking to a diversified and cooperative scientific governance thinking.This pa⁃per summarizes the differences between management and governance,analyzes the reasons for the transforma⁃tion of incentive mode from management thinking to governance thinking,and explores the basic logic of the transformation from high-pressure control mode under traditional governance to cooperative service-oriented in⁃centive mode under scientific governance from the theory of corporate governance.Finally,policy suggestions are put forward from three aspects:exploring and building a scientific research assessment system with high fail⁃ure tolerance,the self-restraint mechanism of college teachers and the transformation of college managers from scientific research management to scientific research service.
