我国南北方地区经济差距测度及其成因比较研究

摘　　要：当前,我国南方地区经济发展形势向好,北方地区经济增长乏力,呈现出一种“南快北慢”的发展趋势,南北方地区经济差距成为新的地区经济问题。基于此,使用1978—2019年南北方地区各省份数据,运用Theil指数测度我国南北方地区经济差距并进行分析,采用系统GMM估计方法,实证对比分析不同考察时段南北方地区经济增长的成因。研究表明,(1)改革开放以来,我国总体地区经济差距以1990年、2003年和2014年为拐点,呈现出先缩小后扩大再缩小最后缓慢扩大的变动趋势,其中,南北方地区间经济差距以2014年为拐点,经历了基本保持不变到迅速扩大的变化过程。(2)北方地区经济增长的循环累积效应在缩小地区经济差距方面作出了一定的贡献,但北方地区经济增长面临着较多困难,第三产业发展缓慢、资本投入不足等问题进一步加剧了南北方地区经济差距。基于上述结论,为缩小我国南北方地区经济差距提出了有针对性的建议。At present,the economic development in the south of China is improving,but the economic growth in the north is slow,showing a development trend of“rapid in the south and slow in the north”.The economic gap between the north and south has become a new regional economic problem.For this reason,the paper employs the data of provinces in North and South China from 1978 to 2019,measures and analyzes the economic gap between North and South China by using Theil index,and empirically compares and analyzes the causes of economic growth in North and South China in different investigation periods by using systematic GMM estimation method.The research results show that:(1)Since the reform and opening-up to the outside world,the overall regional economic gap in China has taken 1990,2003 and 2014 as the turning points,showing a trend of economic gap narrowing first,then expanding,then narrowing and finally slowly expanding.Among them,the economic gap between the North and the South took 2014 as the turning point,and experienced a change process from basically unchanged to rapidly expanding.(2)The circular cumulative effect of economic growth in the northern regions has made a certain contribution to narrowing the regional economic gap,but the economic growth in the northern regions is facing many difficulties,the slow development of the tertiary industry,insufficient capital investment and other problems further aggravate the expansion of the regional economic gap.Based on the above conclusions,the paper puts forward some suggestions to narrow the economic gap between North and South China.
