城乡“两栖占地”农户宅基地退出的补偿偏好及影响因素研究

摘　　要：研究目的:通过剖析城乡“两栖占地”农户对于宅基地退出补偿偏好及其影响因素,为制定农户自愿有偿退出宅基地的差异化补偿激励政策提供参考。研究方法:多元无序logit模型。研究结果:(1)城乡“两栖占地”农户对宅基地退出补偿方式补偿偏好,依次是现金补偿>申请宅基地优先>购买商品房享受政策优惠。(2)年龄越小、家庭户口人数越少、城镇住房数量越多和宅基地面积越大的城乡“两栖占地”农户,更愿意选择现金补偿作为宅基地退出的补偿方式。(3)家庭常年在外务工人数越多、现有居住满意度越低和村庄所处地形越平坦的城乡“两栖占地”农户,更愿意选择“购买商品房享受政策优惠”作为宅基地退出的补偿方式。(4)宅基地已经确权颁证、服从所在村小组搬迁和所在村靠近城郊地区的城乡“两栖占地”农户,更愿意选择“申请宅基地优先”作为宅基地退出的补偿方式。研究结论:对于城乡“两栖占地”农户宅基地自愿有偿退出的补偿,应针对不同农户群体采取差异化的补偿方式。The purpose of this paper is to analyze the compensation preferences and influencing factors of farmers in different urban-rural“amphibious land use”groups for rural residential land withdrawal,to provide reference for the development of incentive policies of farmers’voluntary compensation for rural residential land withdrawal.The methods ofempirical research and multiple disorder logit model were employed.The research results show that:1)farmers’preference for rural residential land withdrawal compensation is“cash compensation”>“priority for rural residential land application”>“preferential policy for commercial housing purchase”.2)The farmers with younger age,fewer household registered permanent residence,more urban houses and larger rural residential land areas are more willing to choose cash compensation as the way of rural residential land withdrawal compensation.3)Farmers with amphibious land use in urban and rural areas are more likely to choose“preferential policies for purchasing commercial houses”as the compensation method for the withdrawal of rural residential land.4)Rural-urban“amphibious land use”farmers who have already obtained the rural residential land right certification and obeyed the relocation of their village group and the rural areas near the suburbs of their village are more likely to choose“priority for rural residential land application”as the compensation method for rural residential land withdrawal.In conclusion,as for the compensation for voluntary withdrawal of farmers’rural residential land in urban-rural“amphibious land use”,different compensation methods should be adopted for different farmer groups.
