摘　　要：技术哲学根植于现代化原发的西方语境,致力于追问现代技术“好不好”的问题。当代西方技术哲学,已从抽象的技术批判转向具体的技术解释,表现为建构主义工具论和建构主义实体论两种倾向。后现象学更接近建构主义工具论,侧重考察技术如何调节人类-世界关系;技术批判理论更接近建构主义实体论,侧重推动社会-技术结构转型。二者虽然不同,但它们的最新进展都指向了针对社会自主权之争的技术政治哲学解释学。进入后进现代化的中国语境,现代技术“有没有”的问题构成了中国人核心的世界经验问题。把国家对国家的技术主权之争分析纳入解释学范畴,是建构中国技术哲学话语体系的重要入口。Technology philosophy rooted in the west the source of modernization, is dedicated to the issue of modern technology concerning "goodness or badness". Contemporary western philosophy of technology has shifted from the abstract critique to the concrete explanation of technologies, manifesting itself in two tendencies: constructivist instrumentalism and constructivist substantialism. Post-phenomenology closer to the former lays particular emphasis on how technology mediates human-world relations, while the tech-critical theory closer to the latter aims to transforming the structure of society-technology. Both are different, but all their latest developments point to a philosophical hermeneutics of technology politics for the struggle for social autonomy. In the context of China’s backward modernization, the issue of "owning or not owning" of modern technology constitutes the core of Chinese world experience. Incorporating the struggle among nations for technological sovereignty into hermeneutics is an important entry to construct Chinese discourse system on technology philosophy.
