“权力-利益”视阈下的乡村产业治理逻辑——基于L村罗汉果产业开发的个案考察

摘　　要：随着“项目进村”和“资本下乡”的不断推进,剖析基层政府、工商企业和乡村居民在乡村产业治理中的行动过程和行动逻辑,对推动乡村产业的可持续发展有重要意义。基于乡村产业开发的主体特质、制度安排和资源特征,根据“权力-利益”分析框架,基层政府、工商企业以及乡村居民的权力与利益分别可以概括为项目调控权与政绩考核达标、承办经营权与产业规模收益、乡土话语权与个体家庭收入。在此基础上,本文通过考察L村罗汉果产业项目规划、落地经营和红利分配三个阶段性场景,发现基层政府、工商企业和乡村居民三者间的资源互补为乡村产业发展提供了基础保障,但由于彼此间“权力-利益”的异质相关及互动失衡,策略性与自利性构成了三者参与治理的行动逻辑,并进一步引发了产业内卷化和治理无序等风险。因而,应引入权威、强力的外部力量,对治理主体之间的“权力-利益”关系进行整体性调适,规范权力行使,协调利益冲突,保障乡村产业治理的有序有效。With the continuous advancement of projects and capital into villages,it is of great significance for promoting the sustainable development of rural industries to analyze the action logic and results of basic-level government,commercial enterprises and rural residents in the rural industry governance process.Based on the characters of the subject,institutional arrangements and resource characteristics of rural industry development and construction,and according to the“power-benefit”analysis framework,the power and benefit of basic-level governments,commercial enterprises and rural residents can be summarized as project control power and the achievement of performance assessment,undertaking operations power and returns to scale,rural discourse power and individual household income.On this basis,this paper investigates the three scenarios of project planning,ground operation and profit sharing of the Momordica industry in L village,and finds that the resource complementarity among the basic-level government、commercial enterprises and rural residents provides the foundation for rural industry development and construction.However,due to the strategy and self-benefited action logic in the governance process,which is caused by the heterogeneous correlation and interaction imbalance of“power-benefit”among them,there are still risks such as industry involution and governance disorder.Therefore,it is necessary to introduce authoritative and powerful external forces to adjust the“power-benefit”relationship between governance subjects as a whole,standardize the exercise of power,and coordinate conflict of benefit,to ensure the orderly and effective advancement of rural industry governance.
