摘 要:筹资是长期护理保险制度有效运行的主要难题之一。中央和地方政府正在力倡筹资多元化,以缓解居民的照护负担和财政压力,促成长护险制度从试点到推广的平稳过渡。从社会治理角度来看,长护险制度在迈向多元化筹资的过程中,在主体、结构和规则三个维度呈现出转型社会所特有的过渡性形态,这些形态集中体现了基层治理的制度延续和创新、统一制度与有效治理之间的调和关系。要让基层治理和政策创新更加持续、有效,需要在合法、合理、合情的逻辑下充分运用地方社会资源。Financing is one of the main problems for the effective performance of the long-term care insurance.The central and local governments are striving to diversify the financing sources in order to ease the caring burden of residents and financial pressure,thus promoting a smooth transition from the pilot to the popularization of the insurance institution.From the perspective of social governance,in the process of diversified financing practice,the long-term care insurance system presents a transitional form in three dimensions of subject,structure,and rules,which represents the unique aspects of social transformation.These forms suggest the institutional continuity and innovation of grass-roots governance,as well as the adaptive relationship between the unified system and effective governance.To make grass-roots governance and policy innovation more sustainable and valid,the local social resources need to be fully utilized in the logic of legality,rationality,and reasonableness.
