摘　　要：随着国家安全学一级学科建设向纵深发展,做实做好二级学科方向势在必行,加强国家安全管理学基础理论研究具有重要意义。以国家安全管理问题为导向,遵循“问题→过程”框架构建国家安全管理学基础理论是一条可行路径。国家安全管理问题催生国家安全管理学,构成国家安全管理学基础理论的基石,也决定了国家安全管理学研究对象和交叉学科的属性;国家安全管理过程主要表现为宏观和微观两个维度。国家安全的职能、组织、人力资源管理、体制机制、治理和环境等构成宏观国家安全管理学基础理论主要内容;国家安全的领导、激励和沟通等构成微观国家安全管理学基础理论主要内容。国家安全管理学基础理论构建不会一蹴而就,需要广大理论工作者潜心钻研,默默奉献。With the deep development of the first-level discipline of national security,it is imperative to accelerate the second-level discipline development.It is of great significance to reinforce the basic research of national security management.It is a feasible path to construct the basic theory of national security management by taking national security management issues as the guideand obeying the“issueprocess”frame.The national security management issues have given birth tothe national security management discipline and constitute the cornerstone of the basic theory of national security management,which determines its research objects and interdisciplinary attribute.The micro and macro dimensions are two types of dimensions of the processes of national security management.The basic theory of national security management is composed of the national security function,organization,human resource management,institutional mechanisms,governance,and environment.The basic theory of micronational security management includes national security leadership,incentive,and communication.Constructing the basic theory of national security management is not accomplishedin one stroke,and requires the dedication of theoretical workers.
