摘  要:本文以双重预防体系为核心,通过对投—建-运全过程的HSE风险类型分析,总结提炼出全过程HSE核心管控动作,并通过AHP层次分析法,对核心管控动作的有效性进行了验证,进而设计研发了智慧能源行业投建运一体化HSE风险管控系统。该系统包含九大核心模块,结合IoT、人工智能、大数据计算等先进技术算法,实现智慧能源行业总部及二级项目公司对项目的全方位管控。有效提升总部平台对下属项目的管控效果及项目自身安全管理水平。该系统目前已在智慧能源项目成功实践。This article takes the dual prevention system as the core,analyzes the HSE risk types in the whole process of investment,construction and operation,summarizes and refines the core HSE control actions in the whole process,and uses the AHP analytic method to evaluate the effectiveness of the core control actions.After verification,we have designed and developed an integrated HSE risk control system for investment,construction and operation in the smart energy industry.The system includes nine core modules,combined with advanced technology algorithms such as IoT,artificial intelligence,and big data computing,to achieve the comprehensive management and control of the project by the smart energy industry headquarters and secondary project companies.Effectively improve the management and control effect of the headquarters platform on subordinate projects and the project's own safety management level.The system has been successfully implemented in smart energy projects.;finally,the time map of CiteSpace shows that the research trend is in progress to dress with the direction of building,virtual construction and so on.
