县域公共服务均等化推动乡村振兴的目标旨归、面临问题和实践路径

摘　　要：随着“三农”工作重心向乡村振兴战略的转移,加强基本公共服务县域统筹成为推动乡村振兴的基础性工程。就县域公共服务均等化推动乡村振兴的目标旨归而言,需要实现县域公共服务供需平衡,为乡村振兴奠好“基”;推动县域公共服务一体化建设,为乡村振兴注好“力”;优化县域公共服务监督考核机制,为乡村振兴统好“度”;鼓励县域公共服务社会力量涌入,为乡村振兴加好“速”。就面临问题而言,目前县域公共服务均等化推动乡村振兴存在充分性、均衡性、标准性和效率性问题,其影响因素包括经济因素、区域因素、评价因素、政策因素等。就实践路径而言,需要坚持供给方和需求方双向互动,建立东部帮扶中西部发展机制,制定国家—省市—县域考评体系,形成政府—社会—个人共建格局,进一步夯实乡村振兴的民生底线,不断推动农民农村共同富裕。As the focus of the work concerning the issues of agriculture, rural areas, and farmers shifts to rural revitalization strategy, strengthening the county coordination of basic public services has become a fundamental project to promote the strategy. For fulfilling the objectives of promoting rural revitalization through county public service equalization, it is necessary to strike a balance between the supply and demand of service to lay a solid foundation, to promote the integration of county public services, to optimize the supervision and assessment mechanism of public services to unify the standards for the revitalization, and to encourage the influx of social forces of public services to accelerate the revitalization. Currently, the revitalization through public service equalization has some problems in adequacy, balance, standardization and efficiency, with economy, region, evaluation and policy as the influencing factors. The practical approaches to the revitalization include adhering to the bilateral interaction between the supply side and the demand side, establishing a mechanism for the east to assist the central and western regions’ development, formulating a nation-province(municipality)-county assessment system and a government-society-individual cooperation pattern, consolidating the bottom line of people ’s well-being in the revitalization, and continuously propelling the common prosperity of rural areas and farmers.
