摘　　要：针对国内高校面临的数据安全治理问题,本文以数据安全合规、安全防护、安全运行为目标,基于业务场景的核心数据资产梳理与敏感数据分级分类模型,提出建立全生命周期全流程过程的安全控制策略和技术防护体系,基于DSMM能力模型来建立健全高等院校的数据安全治理机制,推进数据安全治理能力与高校数据业务持续同步发展。In view of the data security governance problems faced by domestic universities, this paper focuses on “people” and data, aims at data security compliance, security protection, and safe operation,and proposes to establish a security control strategy and technical protection system for the whole life cycle and the whole process based on the business scenario of core data asset sorting and sensitive data classification model, Based on the DSMM data security maturity model, the evaluation mechanism of university’s data security governance capability is constructed to promote the continuous synchronous development of data security and university’s data business.
