乡村振兴背景下欠发达地区农村留守老人养老服务体系构建策略--以若尔盖县求吉乡为例

摘　　要：随着我国城镇化的发展,农村大量青壮年离开农村进入进城,农村人口不断外流,农村老龄化和养老问题面临严峻的挑战,特别是在欠发达地区农村的留守老年人因老、因病返贫风险较大,乡村振兴战略实施给欠发达地区农村留守老人的养老带来了新机遇。以四川省欠发达地区若尔盖县求吉乡的养老服务体系构建为例进行分析,通过实地考察调研,探索了欠发达地区农村留守老人养老服务现状和存在的问题以及影响因素,并从政府发挥养老服务供给主导功能、依托地缘优势发展乡特色产业、大力推动乡村孝文化振兴、建立积极老龄化互助养老试点等角度提出了应对策略。Along with the rapid development of urbanization in China,a large number of young and middle-aged people in those rural areas have left the countryside and moved into the cities,and the rural population has been continuously outflow.The problem of rural aging and old-age care is facing severe challenges,especially the left-behind elderly people in underdeveloped areas have a greater risk of returning to poverty due to old age or illness.The implementation of rural revitalization strategy has brought new opportunities for the old-age care of the left-behind elderly people in underdeveloped areas.Taking the construction of the elderly care service system in Qiuji Township of Ruoergai County of Aba Tibetan and Qiang Autonomous Prefecture,Sichuan Province,an underdeveloped area of Sichuan Province as an example,this paper explores the status quo,existing problems and influencing factors of the elderly care service in underdeveloped rural areas through field investigation.And from the government to play the leading function of elderly care service supply,relying on geographical advantages to develop rural characteristic industries,vigorously promote the revitalization of rural filial piety culture,establish active elderly mutual support pilot and other aspects of the countermeasures.
