摘　　要：我国是一个灾害频发国,灾害呈现不确定性与损害性特征,对于城市防灾的挑战愈加严峻。为充分应对灾害的发生,城市传统防灾必将走向韧性视角下的综合防灾,社区是城市防灾的基本单元也是主要的受灾体。本文从灾害频发暴露出的社区发展不足出发,系统性对韧性及防灾等概念进行解析,通过进一步梳理社区防灾相关的理论与实践研究,指出当前社区防灾遇到的问题,并从韧性角度对贯穿社区综合防灾的防灾信息平台、应急管理、法律法规、公众参与四个维度提出横向与纵向的规划策略。China is a country with frequent disasters.The challenge of ur-ban disaster prevention is becoming more and more severe.In order to fully respond to the occurrence of disasters,the traditional urban disaster pre-vention will inevitably turn to the comprehensive disaster prevention from the perspective of resilience,and the community is the basic unit of urban disaster prevention and the main recipient of disasters.Starting from the lack of community development exposed by frequent disasters,this paper sys-tematically analyzes the concepts of resilience and disaster prevention,and points out the current problems of community disaster prevention through further combing the theoretical and practical research related to community disaster prevention.From the perspective of resilience,the planning strat-egy of community integrated disaster prevention is proposed from the four dimensions of disaster prevention information platform,emergency manage-ment,laws and regulations,and public participation horizontally and vertically throughout the whole period of disaster.
