摘　　要：基于2014—2020年68个主要经济体的面板数据,实证检验了跨境数据流动限制和制度质量对数字服务出口技术复杂度的影响。结果发现,跨境数据流动限制、制度质量分别对数字服务出口技术复杂度具有显著的负向、正向影响;二者相互作用对提升数字服务出口技术复杂度有着积极作用。进一步进行异质性分析,区分经济体类型可知,对发展中经济体的数字服务出口技术复杂度影响更大;区分服务行业显示,对金融、知识产权、信息通讯和研发服务出口技术复杂度的提升效应更为显著;区分制度质量表明,政治、金融、经济制度质量的调节效应依次增强。研究结论为中国有效制定数字服务贸易政策进而实现出口升级提供了一定的参考。Based on the panel data of 68 major economies from 2014 to 2020,this paper empirically examines the impact of cross-border data flow restrictions and institutional quality on the technical complexity of digital service export.The results show that cross-border data flow restrictions and institutional quality have significant negative and positive effects on the technical complexity of digital service export respectively andthe interaction of the two has a positive effect on improving the technical complexity of digital service export.Through further heterogeneity analysis and economic classification,it can be seen that the technological complexity of digital service export of developing economies is more affected;the differentiation of service industries shows that the technical complexity of the export of finance,intellectual property,information communication and R&D services is more significant;the differentiation of institutional quality shows that the moderating effect of political,financial and economic institutional quality is enhanced successively.Theresearch conclusions provide a certain reference for China to effectively formulate policies on digital service trade and realize export upgrading.
