摘　　要：目的分析山东省2014-2020年公共卫生技术人员配置现状与公平性。方法利用描述性分析方法进行现状分析,借助集聚度和泰尔指数进行公平性分析。结果数量上,2014-2020年山东省公共卫生技术人员总数增幅为121%,个别城市出现人数缩减,2020年山东省每万人口公共卫生技术人员数量为5.47人,其中有10个城市未达省平均标准;结构上,妇幼保健专业技术人员基数大且继续增加,疾病预防控制和卫生监督专业技术人员占比降低,2020年仅占21.45%,高学历人员明显占比提升,但存在年龄结构老化和高职称占比过低的情况;配置公平性上,近10个城市按人口分布的公共卫生技术人力资源配置存在短缺情况,各区域内部差异较大。结论山东省公共卫生技术人员配置在数量、构成和分布上存在不均衡现象,建议继续扩大公共卫生技术人员数量,加强人才队伍建设,优化人员结构,促进全省公共卫生事业均衡发展。Objective To analyze public health technical personnel allocation and equity in Shandong Province from 2014 to 2020.Methods Descriptive analysis was used to analyze the current situation,and the equity was analyzed with the concentration index and Theil index.Results In terms of quantity,the total number of public health technicians in Shandong Province increased by 121%from 2014 to 2020.The number of public health technicians per 10000 population in Shandong Province decreased in some cities.In 2020,the number of public health technicians per 10000 population in Shandong Province was 5.47,of which 10 cities did not meet the provincial average standard.In terms of structure,the base of maternal and child health care professionals was large and continued to increase,while the proportion of professional technicians in disease prevention and control and health supervision decreased,accounting for only 21.45%in 2020.The proportion of highly educated personnel increased significantly,but there was problem of ageing and low proportion of technicians with high professional titles.From the perspective of allocation equity,there was shortage in the allocation of public health technology human resources according to population distribution in nearly 10 cities,and it varied greatly among different regions.Conclusion The number,composition,and distribution of public health technicians in Shandong Province are not balanced.It is suggested to continue to expand the number of public health technicians,strengthen the construction of talent team,optimize the personnel structure,and promote the balanced development of public health undertakings in Shandong Province.
