摘　　要：“十四五”时期,随着社会经济发展水平和人民精神文化需求的不断提高,公共文化服务体系进入新的发展阶段。公共图书馆为适应读者多样化、多层次的文化需求,主题图书馆体系化建设提上日程。文章以徽文化主题图书馆建设为例,指出其建设现状及问题,提出徽文化主题图书馆体系化建设过程中应明确角色定位、服务定位和主题布局,加强建设目标规划,建立统筹发展机制,用好公共服务多元主体合作模式的发展策略。During the “14th five year plan” period, with the continuous improvement of the level of economic and social development and the people’s spiritual and cultural needs, the public cultural service system has also entered a new stage of development. As an effective means for public libraries to respond to people’s diverse and multi-level cultural needs, the systematic construction of theme libraries has been put on the agenda. Taking the Huizhou cultural theme library as an example, this paper, starting from the development foundation and existing problems, puts forward the development strategy that the role orientation, service orientation and theme layout should be clear in the process of the systematic construction of the Huizhou cultural theme library, strengthen the construction goal planning, establish an overall development mechanism, and make good use of the multi subject cooperation mode of public services.
