摘　　要：2022年我国正式启动了黄河流域自贸试验区联盟,基于此,本文以2015~2021年黄河流域自贸试验区联盟的11个片区为研究对象,通过选取政府税收优惠、商贸流通水平、金融服务创新等5个指标,构建面板回归模型,对黄河流域自贸试验区联盟的营商环境进行评估,在准确认知与客观评估的基础上根据结果提出沿黄自贸区发展的对策与建议,有利于发挥其打造东西双向互济、陆海内外联动开放新格局的作用。在此基础上,本文进一步测度工业产值、经济发展水平等样本数据,利用空间溢出效应模型,以济南片区为例深入考察营商环境的优化对黄河流域自贸试验区的影响效应,可进一步明确未来工作的着力点,为切实打造区域协调发展新格局提供借鉴。In 2022,China officially launched the Yellow River Basin Pilot Free Trade Zone Alliance.Based on this, this paper takes 11 zones of the Yellow River Basin Pilot Free Trade Zone Alliance from 2015 to 2021 as the research object, and constructs a panel regression model by selecting five indicators, including government tax incentives, trade flow level and financial service innovation.Based on the assessment of the business environment of the Yellow River Basin Pilot Free Trade Zone Alliance, countermeasures and suggestions for the development of the Free trade Zone along the Yellow River are put forward based on the accurate cognition and objective assessment, in order to give full play to its role in building a new pattern of two-way economy between the east and the west and joint opening up between land and sea.On this basis, this paper further measures sample data such as industrial output value and economic development level, uses the spatial spillover effect model, and takes Jinan Area as an exa-mple to further investigate the impact of the optimization of business environment on the Yellow River Basin pilot free trade Zone, which can further clarify the focus of future work and provide reference for building a new pattern of regional coordinated development.
