摘  要:随着“双碳”理念的深入和“十四五”规划的落地实施,新能源开发建设速度不断加快,电力系统将接入大量规模性的新能源。而新能源出力具有较强的波动性与间歇性,且新能源大量替代同步机后,会导致系统惯量水平下降,频率响应特性非正常化,系统抵御功率差额的能力弱化等问题。通过相关理论研究,阐述电力系统频率响应原理,选用直流频率限制控制(FLC)为调频方法论述电力系统频率响应过程及特性,结合实例分析不同新能源渗透率场景下电力系统等效惯性常数的变化规律及对电力系统频率惯性的影响,并提出配置储能是提升系统惯性的有效措施之一。With the deepening of the concept of"double carbon"and the implementation of the"14th Five-Year Plan",the speed of new energy development and construction continues to accelerate,the power system will access a large scale of new energy.However,the output of new energy has strong volatility and intermittency,and after a large number of new energy sources replace the synchronous machine,the inertia level of the system will decrease,the frequency response characteristics will be abnormal,and the ability of the system to resist the power difference will be weakened.Based on relevant theoretical research,this paper expounds the principle of frequency response of power system,selects DC frequency limiting control(FLC)as frequency modulation method to discuss the frequency response process and characteristics of power system,and analyzes the change law of equivalent inertia constant of power system and its influence on frequency inertia of power system under different new energy permeability scenarios with examples.It is proposed that the configuration of energy storage is one of the effective measures to improve the inertia of the system.
