摘　　要：实行粮食安全党政同责把粮食安全这个国之大者的重要性提升到崭新的政治高度。2021—2022年,地方党委和政府都把扛稳粮食安全责任作为一项重要政治任务,粮食安全党政同责初步见到实效。下一步,在制度上要细化主产区、产销平衡区和主销区的考核指标并强化考核结果的运用。三大区域在落实粮食安全党政同责、保障粮食供给方面,应采取不同措施:主产区在保障自身粮食供给的同时还要努力增加净调出量,重点是以新增和改造提升高标准农田为主要抓手,进一步夯实粮食生产的“良田”基础;产销平衡区粮食供给主要依靠自己,重点是将新增和改造提升高标准农田与高效节水灌溉、撂荒地整治等工程同步实施,加快补齐粮食生产的农田水利设施短板;主销区粮食供给主要依靠主产区,要在巩固区域内粮食生产的同时积极拓展外部粮源渠道。The implementation of the Party and government shared responsibility for food security has raised the importance of food security,the top priorities of the country,to a new political height.From 2021 to 2022,local Party committees and governments have taken the responsibility of stabilizing food security as an important political task,and the joint responsibility of the Party and the govern⁃ment for food security has initially proved effective.Next,in terms of the system,we should refine the assessment indicators of the main production area,the production and marketing balance area and the main sales area,and strengthen the application of the assessment results.The three regions should take different measures to implement the same responsibility of the Party and the government for food security and ensure food supply.While ensuring their own food supply,the main producing regions should also strive to increase net transfer out,focus on the new and improved high standard farmland,and further consolidate the“good farmland”foundation for food production.The grain supply in the balanced production and marketing area mainly depends on itself.The key point is to implement the new and upgraded high standard farmland,efficient water-saving irrigation,abandoned land management and other projects at the same time,and speed up the supplement of the shortage of farmland water conservancy facilities for grain production.The food supply in the main marketing areas mainly depends on the main production areas.While consolidating the food production in the region,we should actively expand external food sources.
