摘　　要：基于多源流理论及多维贫困理论,对中国共产党领导下的体育扶贫相关政策进行梳理,从器物、精神文化与经济生活等不同层面解读体育扶贫的实践进程,探讨体育扶贫政策变迁的动力源流,剖析不同阶段体育扶贫政策及实践举措的价值追求,目的是揭示体育扶贫政策及实践演进特征,推进新时代体育扶贫的可持续发展。研究认为,体育扶贫政策及实践演进具有如下特征:加强党的领导是体育扶贫能够发挥助力的坚强保障;坚持“以人民为中心”是体育扶贫政策实践始终贯穿的导向;对体育扶贫价值认识不断提升,逐步形成多部门协同机制;从器物层面帮扶,逐渐转向经济生活、体育权利与精神文化扶贫并重;从消除经济生活绝对贫困转向扶持体育健康权利相对贫困。新时代体育扶贫的价值追求将逐渐从经济价值转向本体价值,追求体育健康权利的公平正义,为实现人的自由平等发展和健康中国而奋斗。Based on the multiple streams theory and multidimensional poverty theory, this paper analyzes the policies related to sports poverty alleviation under the leadership of the Communist Party of China(CPC). It also examines the practice process of sports poverty alleviation from various levels such as artifacts, spiritual culture and economic life. Furthermore, it investigates the power source streams of the changes in sports poverty alleviation policies, as well as the value pursuit of sports poverty alleviation policies and practical initiatives at various stages, with the intention of revealing sports poverty alleviation policies and their practice evolution characteristics, as well as promoting the sustainable development of sports poverty alleviation in the new era. The research shows that the following characteristics define sports poverty alleviation policies and their evolution: Strengthening the CPC’s leadership is an excellent way to guarantee that sports poverty alleviation policies can be helpful. Sports poverty alleviation policies and practices are always focused on “putting the people first”. Understanding of the value of sports poverty alleviation has been strengthened, and a multi-sectoral coordination mechanism has gradually formed. The policies are gradually shifting from material assistance to equal emphasis on economic life, sports rights, and spiritual and cultural poverty alleviation. Moreover, the policies cover everything from eradicating absolute poverty in economic life to helping relative poverty in sports and health rights. In the new age, the pursuit of sports poverty alleviation will progressively change from an economic value to an ontological value, pursuing the fairness and justice of sports and health rights and striving for the achievement of free and equitable human growth and a healthy China.
