摘 要:为解决因垃圾焚烧发电行业PPP项目的不合理投资回报率设置导致的社会资本参与积极性不高的问题,通过文献、案例结合行业特征,运用专家调查法和Fuzzy-DEMATEL法全面识别并优化垃圾焚烧发电PPP项目投资回报率影响因素体系,采用ANP法进行影响因素评价,计算因素权重。结果表明,应对“项目唯一性”“政府补贴”等关键影响因素进行重点关注和管控,并提出建立项目唯一性客观环境约束等建议,提升多方价值主体满意度,促进我国“双碳”目标的实现。This research aims to solve the problem of low participation of social capital due to the unreasonable setting of the return on investment of PPP projects in the waste incineration power generation industry.Through literature,cases,and industry characteristics,expert survey method and Fuzzy-DEMATEL method are used to comprehensively identify and optimize the influencing factor system of the return on investment of PPP projects in the waste incineration power generation industry.ANP method is used to evaluate the influencing factors and calculate the factor weight.The results show that key influencing factors such as "project uniqueness" and "government subsidies" should be focused on and controlled.Suggestions such as establishing objective environmental constraints for project uniqueness should be put forward to improve the satisfaction of multiple value subjects and promote the realization of China’s "dual carbon" goal.
