摘 要:随着经济和社会的发展,中国的公立医院编制政策实现从“编制化”向“备案制”管理的历史性转变。笔者将以多源流框架为研究模型,深度解读公立医院编制政策的调整过程,通过对政策改革中权限设置无法统一、管理扎口部门不清、人力成本过高、实施部门协调性不够等问题的原因剖析,提出促进医院管理去行政化、完善备案制管理程序、科学制定人员定额标准、加强部门间协调合作等方面的政策建议。不仅检验了多源流理论模型在中国公立医院编制政策中的适用性,还从政策过程视角出发,为医院管理决策实践提供了有益的指导。With the development of economy and society,China’s policy for staff size in public hospitals has realized the historic transformation from the managements of“staff sizing”to“record keeping system”.The author took the multi-source framework as the research model to interpret deeply the adjustment process of the policies for staff size in public hospitals,and analyzed the causes of the problems in the policy reform,such as the inability to set unified authority,unclear management departments,high human cost,and the insufficient coordination of implementation departments.The author also puts forward some policy suggestions on promoting the de-administration of hospital management,improving the management procedure of record keeping,formulating personnel quota standard scientifically,and strengthening the coordination and cooperation among departments.The author not only tested the applicability of the multi-source theory model in the formulation of policies in Chinese public hospitals,but also provided useful guidance for the decision-making of hospital management from the perspective of policy process.
