摘 要:目的了解北京市市、区两级疾病预防控制系统人员队伍建设现状和投入保障情况,分析主要问题,提出改进建议。方法对2000—2020年北京市市、区两级疾病预防控制系统配备人数、人员薪酬待遇、人员流动等情况进行分析,探讨北京市疾病预防控制系统人员队伍现状,提出合理化发展建议。结果长期投入不足造成了北京市疾病预防控制系统人员待遇低、工作认可度低、社会荣誉感差,这些制约着人员队伍发展。结论应加大人员建设投入力度,强化保障,提升疾病预防控制中心对各类人才的吸引力,实现人才总量合理增长、队伍素质大幅提升、队伍结构更加优化的目标。Objective To know the current situation of personnel team construction and investment guarantee of two levels of disease prevention and control system in Beijing City,analyze the main problems and put forward suggestions.Methods The staffing,salary and turnover of two levels of disease control and prevention system in Beijing City from2000 to 2020 were analyzed.The current situation of the staff of disease control and prevention system in Beijing City were discussed,and reasonable development suggestions were put forward.Results The long-term insufficient investment has resulted in the low salary,low work recognition and poor sense of social honor of the staff of the disease prevention and control system in Beijing City,which restricts the development of the staff.Conclusion It is suggested to strengthen the personnel team construction investment,strengthen the guarantee,enhance the attraction of disease control institutions to all kinds of talents,and achieve the goals of reasonable growth of the total number of talents,significant improvement of team quality and more optimization of team structure.
