乡村振兴背景下中国农业推广工作高质量发展的思考与展望

摘　　要：农业推广工作对实现农业现代化具有重要意义,贯穿于乡村振兴五大要求之中,是推动做好做实“三农”工作的重要抓手。近年来,中国农业推广工作稳步推进,但仍有许多与经济社会不相适应的部分。在对比国外和中国农业推广工作政策、经验的基础上,分析并阐述了目前中国农业推广工作中存在的问题,并从制度建设、工作重点、人才保障、数据赋能、推广模式5个方面提出相应的对策建议和前景展望。目前中国农业推广工作尚不成熟,缺乏法律制度保障和专业人才队伍支撑,以及工作被动和模式僵化,是阻碍中国农业推广工作高质量发展的主要原因。基于此,中国应构建系统化的农业推广工作体系,搭建由下而上的农业推广“实验室”,激发现有农业资源的活力,从而稳住“三农”基本盘,发挥好农业“压舱石”作用。Agricultural extension is of great significance to realize agricultural modernization, which runs through the five requirements of rural revitalization, and it is an important starting point to promote the implementation of agriculture, rural areas and farmers. In recent years, China’s agricultural extension work has advanced steadily, but there are still many parts that are not compatible with the economy and society. On the basis of comparing foreign and Chinese agricultural extension policies and experience, the existing problems in China’s agricultural extension work were analyzed, and suggestions and prospects were put forward from system construction, work focus, talent guarantee, data empowerment and extension mode. At present, China’s agricultural extension work is not mature, lack of legal system and professional personnel support, as well as passive work and rigid mode, which are the main reasons hindering the high-quality development of China’s agricultural extension work. Based on this, China should build a systematic agricultural extension work system, set up agricultural extension "laboratory" from bottom to top, stimulate the vitality of existing agricultural resources, so as to stabilize the basic plate of agriculture, rural areas and farmers, play a good role of agriculture "ballast stone".
