摘　　要：新增耕地节余指标异地交易是耕地占补平衡法定制度下城乡建设用地增减挂钩政策的衍生和拓展,指标交易具有很强的机遇性,交易范围的扩展与政策支持扶贫攻坚紧密相关,交易本质是国家借助土地指标实现地方政府财政资源再分配,在实现耕地跨不同区域补充、建设用地指标跨不同区域调剂,从而保障不同区域耕地占补平衡制度的落实的同时,也存在着耕地利用风险。防范和化解其带来的耕地利用风险,要进一步创新和完善交易政策,完善耕地质量分等定级,实施耕地资源功能分区,加强对交易行为的全过程监管和补充耕地的督察,建立并完善耕地管护与激励机制,实施社会化耕地补充方式,明晰农村集体土地产权权能,探索和创新指标交易市场化运作方式。It is a new indicator of cultivated land surplus that needs to be traded in different places,which is the derivative and expansion of the policy of linking urban and rural construction land increase and decrease under the statutory system of cultivated land occupation and compensation balance.The expansion of trading scope is closely related to the strategy of poverty alleviation.The essence of the transaction is that the state redistributes local government financial resources by means of land indicators,which ensures the implementation of the system of cultivated land occupation and compensation balance in different regions.To prevent and resolve the risk of cultivated land utilization,we should further innovate and improve the trading policy,improve the quality classification and grading of cultivated land,implement the functional zoning of cultivated land resources,strengthen the supervision of the whole process of trading behavior and the supervision of supplementary cultivated land,establish and improve the management and incentive mechanism of cultivated land,implement socialized supplementary methods of cultivated land,clarify the property rights of rural collective land,and explore and innovate the market-oriented operation mode of index trading.
